With the prime suspect for the LA attacks in the wind, Jack Miller’s specialist Terrorist Incident Emergency Response Unit – or “TIER” Unit – must use newly-unearthed NSA intelligence to take down his cells. When one such raid leads to a confession that state-of-the-art rifle bullets were smuggled into the United States, the chase is on to locate the recipient.
