The first edition of the book offered solutions to the problems that are plaguing Serbian society. This edition provides additional theoretical background for proposed solutions.

The book is based on the idea that power corrupts and that the barrier to fairness, equality and transparency in any society is found in political monopoly that shapes public policies. The author suggests that limiting public service to 8 years in a lifetime in any society for most of professions would lead to fairness and prosperity. Some professions are not subject to such limitation, but most are.

The concepts from the book could be implemented in almost any country with slight customization.
