Introduction
According to the author, in mid-2002 Mercosur faced moments of great difficulties. Since the devaluation of the Brazilian currency in 1999, successive crises have shaken him. And it is from October 2001, with the outbreak of the Argentine crisis and the resignation of its president Fernando De La Rúa, that it is practically paralyzed. He points out, however, that Mercosur is the greatest conquest in terms of foreign policy of the countries of the Southern Cone in recent times.
