In Westminster Park, a young man's body is found with two bullet holes in its chest. Despite the lack of evidence, DCI Nicolas York is convinced that the shooting is a gangland hit, and that the murder was carried out by Jack "The Stripper" Devlin, a rising kingpin in London's wealthy districts.
